Paula fizzes out

Hurricane Paula, now a “pygmy” according to Juventud Rebelde, is set to sweep across western Cuba with prolonged rains, weakening as it goes.

I don't think the Cuban news is doing and favors for the Habaneros. Here in Havana people are now convinced it will be a regular rain storm, but the Hurricane Center still gives Paula a 48% chance to be a Tropical Storm and a 44% chance of being a Cat 1 hurricane when it reaches Havana. I hope the Rubiera is right, but a direct hit of even a strong tropical storm on Havana would be a disaster for the infrastructure and no one is preparing for that possibility.
