Migration talks in Havana (updated)

A U.S. delegation was in Havana yesterday for semi-annual talks on the 1994 migration accords. Cuba’s statement said they agreed that there has been a reduction in “risky illegal departures.” The U.S. statement noted that the U.S. delegation pressed for the release of detained USAID contractor Alan Gross. Update: The head of the U.S. delegation, Roberta Jacobson, visited Alan Gross in prison, and the delegation also met a group of dissidents (Reuters). Cuba’s foreign ministry objected in a statement, calling the encounter an “open provocation.”
