"The document lacks a vision of the future"

Orlando Marquez, editor of the Havana Archdiocese magazine Palabra Nueva, just published an essay on next month’s Communist Party conference. He critiques the documento base that the party published in advance of the conference and presses the party, which assumes the role of “vanguard” that “directs” the people and the state, to start reforming its political practices just as the state is reforming the economy. “Whoever intends to claim the ‘mandate of the people,’” he writes, “takes on not just that of one part, but rather the views and interests of all the people.”
