Multiple reports in Spanish media, citing diplomatic sources, say that
Cuban prosecutors will proceed to try Partido Popular activist Angel Carromero
for involuntary manslaughter in the deaths of Oswaldo Paya and Harold Cepero,
and will seek a seven-year sentence.
The Cuban statute provides a maximum of 10 years per count; in this
case prosecutors will ask three and a half years per count. El Pais story here.
Many of these stories refer to a treaty between Spain and Cuba that
allows Spanish nationals convicted of crimes in Cuba to serve their sentence in
Spanish jails.

It appears the laws regarding driving
in Cuba are extremely tough. Seriously, it was a terrible accident
but unless the person was intoxicated,
it was an accident. One thing is certain, the loss of Oswaldo Paya was
a major one.
