The Government Accountability
office has just issued a
report on Cuba
democracy programs (pdf) operated by USAID and the State Department.
Its focus is on management and financial accounting
as opposed to measuring impact and effectiveness in Cuba, and it finds that
USAID’s controls are good while State’s are somewhat lacking.
It notes a shift away from grantees that
focus solely on Cuba and toward organizations with a broader focus.
It mentions the Alan Gross case without using
the word “satellite.”
It says that the
Cuban government “
routinely jams all
external, non-Cuban broadcasts,” which is not true.
